Artificial intelligence, Russia-China collaboration is strengthened

Broad agreement, from job training to technological standards

Russia and China have agreed to strengthen cooperation on artificial intelligence within the framework of a joint working group. This was stated in a joint statement released following the thirtieth ordinary meeting of the heads of government of Russia and China.

“The parties agreed, within the framework of the working group on cooperation in artificial intelligence of the Subcommittee on Communications and Information Technologies of the Russian-Chinese Commission for the Preparation of Regular Meetings of Heads of Government, to establish an Expert Council on Cooperation in Artificial Intelligence as an analytical consultative mechanism to ensure the preparation of specific proposals, technical recommendations and practical solutions for the implementation of cooperation in the field of ethical governance of AI, standardization and industrial application of AI,” the document reads.

Russia and China also agreed to “support mutually beneficial cooperation in personnel training, investment in projects and creation of artificial intelligence infrastructure” and to “develop partnership and dialogue mechanisms based on respect for state sovereignty, strengthen coordination on development strategies, governance rules and technical standards, and develop safe and reliable artificial intelligence systems.”

Finally, the two countries expressed their willingness to collaborate on China’s initiative to establish a World Organization for Cooperation on Artificial Intelligence.
